VACANCY FOR A PARISH CLERK AND RFO

24 hours per week, home based

NJC salary scale LC2, scale points 21 - 28 (hourly rate of £15.02 to £18.05), depending on experience. Pension arrangements available. Working from home allowance.

Bradfield Parish Council is seeking a self-motivated and organised individual for the position of Parish Clerk and Responsible Financial Officer. The position is a permanent role working part time for 24 hours a week. Whereas the position is home based the successful candidate will be expected to attend evening meetings at least once a month.

Overall Responsibilities:
You will be the Proper Officer and Responsible Financial Officer for the Parish Council and particular duties will include:

  • Organising, attending and producing agendas and minutes for monthly meetings, which are held on the first Tuesday of each month (11 meetings per year);
  • Liaising with Councillors to make sure that they are aware of relevant issues and reporting to them to assist in their decision making process, advising them of legalities. Implementing Parish Council decisions;
  • Preparing and maintaining the Council's accounts and other financial records in accordance with statutory audit requirements. Liaising with internal and external auditors. Managing PAYE;
  • Managing correspondence on behalf of the Parish Council. Dealing with queries from members of the public and liaising with third party organisations such as the District and County Councils;
  • Keeping the Parish Council website updated and assisting in the administration of the Parish Council Facebook page;
  • Assisting in the formation and review of Parish Council policies;
  • Being responsible for the safe keeping of minute books, cash books and financial records, filing documents etc.;
  • Assisting the Parish Council with the organisation of events;
  • Overseeing maintenance and regular safety inspections of the Council's equipment and assets and ensuring adequate insurance coverage;
  • Management of the Bradfield Recreation Ground and Mill Lane Cemetery, including liaising with contractors and members of the public;
  • Any other administrative duties as prescribed by the Council.

The successful applicant should have good interpersonal skills and be the holder of the CiLCA qualification or be committed to obtaining this within 12 months of taking the post for which full financial support will be provided. A good level of computer skills is essential including use of word, excel and e-mail. A laptop, printer and mobile telephone will be provided for Parish Council business use.
